How to arrange a pension annuity in Kazakhstan

A pension annuity allows you to transfer a sufficient part of your pension savings from the UAPF to a life insurer and receive lifelong insurance payments under the terms of the contract. It is not "withdrawing all the money" but a change in the way a regular pension income is generated.

Important: a pension annuity contract is concluded only with a licensed life insurer. The age, the sufficiency of savings and the minimum payment amount are determined by the current legislation and by an individual calculation on the date of arrangement.

What a pension annuity is

During their working life, a person builds up pension savings from contributions and investment income. Payments from the UAPF normally begin when the grounds provided by law arise. An alternative for a contributor who meets the established requirements is a pension annuity contract.

After the contract is concluded, the agreed insurance premium is transferred from the UAPF to the insurance company. In return, the company undertakes to make lifelong payments. If savings remain in the UAPF account after the annuity is purchased, they are taken into account and used under the rules of the pension system.

A pension annuity helps manage the risk of outliving one's own savings: payments continue for life in accordance with the contract. Investment management of the transferred funds and the funding of the obligations become the insurer's responsibility. At the same time, the amount, indexation, start of payments and guaranteed period must be studied carefully before signing.

Step 1. Assess the advantages

Lifelong income

Insurance payments continue throughout the recipient's life, even if the calculated period over which the transferred premium would be used up has already passed.

Earlier start

If the age and financial conditions are met, payments may begin earlier than the generally established pension age.

Predictable terms

The payment procedure, indexation and additional options are fixed in the contract and regulated by legislation.

An annuity does not guarantee that every person will receive more than under payments from the UAPF. The result depends on age, the amount of savings, sex, the options chosen, the indexation terms and life expectancy. For this reason, options should be compared on a personal calculation, not only on an advertised monthly amount.

Step 2. Understand which risks pass to the insurer

In pension insurance, the life insurer assumes longevity risk: the need to keep paying regardless of how long the client lives. The insurer also manages the assets, builds reserves and is responsible for performing its contractual obligations within the limits of the law.

For the client, this reduces the dependence of a regular income on short-term financial market volatility. However, other factors appear: the financial strength of the chosen company, the terms of the contract, the real purchasing power of future payments and restrictions on disposing of the premium that has already been transferred.

Do not confuse: after the money is transferred to the insurer, the client does not receive the whole amount in hand and does not invest it independently. The company manages the funds to secure the lifelong payments provided for in the contract.

Step 3. Check your eligibility to conclude a contract

The main conditions are reaching the established age and having pension savings sufficient to secure a payment not lower than the regulatory minimum. As of 2026, the general rules provide for a standard pension annuity for men from age 55 and women from age 53, provided the savings are sufficient.

Special conditions apply to certain participants in the system. For example, persons for whom mandatory professional pension contributions have been paid for at least the established total period may be entitled to a deferred pension annuity from an earlier age. The exact applicability of the rule must be verified against the Social Code and the calculation by the UAPF/insurer.

Fixed sufficiency amounts from old publications cannot be used. They depend on current regulations, age, payment parameters and the calculation methodology. The figures of 2.5 million tenge for men and 2.9 million tenge for women given in the original 2013 material are out of date and are provided only as a historical reference point.

What data you will need for a preliminary calculation

  • the age and date of birth of the prospective recipient;
  • the current amount of pension savings in the UAPF;
  • the source of the savings: mandatory, professional and other contributions provided for;
  • the desired start date and frequency of payments;
  • whether there is a guaranteed period, and the beneficiary's details;
  • for a joint annuity, information on all parties to the contract.

Step 4. Choose the type and parameters of the annuity

Modern regulation provides for different contract structures. In practice, it is important for the client to discuss not outdated names but the specific parameters of the offer.

Lifelong pension annuity

The basic model provides for regular payments throughout life. Their amount is determined by the company's calculation, taking into account the requirements of legislation and the terms of the contract.

Deferred pension annuity

A contract may be concluded earlier than the actual start date of insurance payments for persons who meet special requirements. This allows the mechanism of a future lifelong income to be fixed in advance, but does not mean receiving money immediately.

Joint pension annuity

A joint annuity allows the pension savings of spouses or close relatives to be combined in the cases and in the manner provided by legislation. This option can be useful if one participant's savings are insufficient while the other has a surplus, but the calculation must be evaluated for both recipients.

Guaranteed period

The contract may set a guaranteed period. If the recipient dies within that period, payments continue to the person named in the contract until the period ends. It is important to check in advance how this option affects the initial amount of the monthly payment.

The frequency, the transfer procedure and the possibility of lump-sum advance payments are determined by the current rules and the text of the contract. The old statement about freely receiving the whole annual amount at once cannot be applied without checking the current terms of the particular company.

Step 5. Compare the advantages and limitations

Parameter Advantage What to check
Payment term Lifelong income Start date, procedure and grounds for suspension
Indexation Growth of the payment under the mechanism provided Rate, frequency and how it is reflected in the schedule
Inheritance Payments to the beneficiary during the guaranteed period Length of the guarantee and the effect of the option on the amount of income
Access to capital Stability of planned payments The transferred premium is not a freely available bank deposit
Reliability Reserves and supervision of life insurers Licence, regulatory ratios, reporting and payment history

How to choose a life insurer

  1. Check the licence. Make sure the company is entitled to conclude pension annuity contracts.
  2. Assess financial strength. Compare assets, insurance reserves, the actual solvency margin and compliance with prudential ratios.
  3. Compare identical scenarios. Request calculations for the same date, with the same guaranteed period and payment frequency.
  4. Study the indexation. Look not only at the first payment but also at the income schedule after 5, 10 and 20 years.
  5. Check how convenient the service is. The procedure for changing bank details, identity verification, dealing with beneficiaries and the quality of support all matter.

The logical order of choosing remains the same as in the original article: first select reliable companies, then compare the benefit, and only after that, the convenience of the service.

How arrangement works

  1. Obtain current information on your pension savings from the UAPF.
  2. Request preliminary calculations from several licensed life insurers.
  3. Compare the size of the first payment, the indexation, the guaranteed period and the total amount under several life expectancy scenarios.
  4. Check the draft contract, the licence and the company's details.
  5. Sign the contract in the manner provided; the insurer organises the procedure for transferring the agreed amount from the UAPF.
  6. Obtain your copy of the contract and the payment schedule, and check the date of the first transfer and your bank details.

Which sources of income may remain

If a person continues to work after arranging an annuity, they continue to participate in the pension system in the manner established by law. Subsequently, their income may consist of insurance payments under the annuity, payments from the UAPF from remaining or new savings, and state components of pension provision where they are entitled to them. The mix of sources is individual.

Summary

A pension annuity in Kazakhstan is a tool for lifelong income, not a universal replacement for the UAPF. It suits contributors who meet the age requirements, have sufficient savings and consciously choose the terms of the contract. Before arranging one, it is important to obtain several comparable calculations, check the life insurer's licence and study carefully the indexation, the guaranteed period and the beneficiaries' rights.

This material is for information purposes only and has been updated to reflect the general rules for 2026. Individual terms, the sufficiency of savings and the right to conclude a contract should be confirmed with the UAPF, with a licensed life insurer and under the current version of the legislation of the Republic of Kazakhstan.
