Road accident without calling the police — the Europrotocol in Kazakhstan

Road accident without calling the police: the Europrotocol in Kazakhstan

Since 2024, drivers have been able to report a minor road accident without the traffic police or a court by using the Europrotocol. In 2026 the maximum damage is 100 MCI, or 432,500 tenge.

The Europrotocol applies only when all the conditions are met at the same time. If anyone is injured, third-party property is damaged, more than two vehicles are involved, there is a dispute over fault or the damage exceeds the limit, call the police.

Conditions for reporting without the police

  • exactly two vehicles are involved in the accident;
  • both drivers hold valid compulsory motor third-party liability (MTPL) policies;
  • no one has suffered harm to life or health;
  • no third-party property is damaged, including fences, buildings and cargo being carried;
  • the participants agree on the circumstances and have determined which party is at fault;
  • the estimated damage does not exceed 100 MCI, or 432,500 tenge in 2026;
  • both participants are able to complete electronic identification and submit the required materials.

How to complete a Europrotocol

  1. Stop and switch on your hazard lights. Ensure safety and set up a warning triangle.
  2. Check on everyone. If anyone complains of pain, has an injury or you have any doubt, call the emergency services and the police.
  3. Assess the conditions. Make sure there are only two vehicles, no third-party property has been damaged and there is no disagreement.
  4. Record the scene. Take general shots, the position of the cars, road signs, markings, damage and licence plates.
  5. Open the official service. Use the Europrotocol app, DTP.kz, a supported banking app or the insurer's official website.
  6. Complete identification. Both participants fill in their details and confirm the declaration.
  7. Upload photos and video. Follow the app's prompts and do not conceal any damage or circumstances.
  8. Wait for confirmation. Do not leave the scene until you receive a notification that the insurer has accepted the declaration.

What you must photograph

The overall picture

The position of the cars relative to the road, lanes, intersection and signs.

Damage

Close-ups and medium shots of every damaged part on both cars.

Traces

Debris, skid marks, spilled fluid, road markings and other significant details.

Do not settle for a single close-up of the bumper. The insurer needs to reconstruct how the collision happened and match the damage. Photos must be clear, without filters or editing.

When you must call the police

  • there are fatalities, injured people or complaints about how someone feels;
  • more than two vehicles are damaged;
  • property belonging to others, other than the participants' cars, has been damaged;
  • one of the drivers does not hold a valid MTPL policy;
  • the participants dispute who is at fault or the circumstances;
  • there are signs of intoxication, aggression or a refusal to provide information;
  • the damage may exceed 100 MCI;
  • the app does not allow you to complete the report or the data cannot be verified.

Why you should not understate the damage

After an insurance payment under a Europrotocol, the injured party is not entitled to claim additional compensation from the insurer above the maximum amount for simplified settlement. If the repair looks likely to cost more than the limit, it is safer to report the accident in the standard way.

Hidden damage may come to light once the car is taken apart: a deformed reinforcement beam, sensors, mountings or suspension components. If in doubt, call the insurance company and get instructions before confirming the declaration.

Insurance and the cost of your next policy

A payment under a Europrotocol is an insured event under compulsory motor insurance. The way the accident was reported does not cancel the effect of the claims history on the at-fault driver's bonus-malus class. So the Europrotocol saves time, but does not make the accident “invisible” to the insurance system.

A compulsory policy can only be issued by licensed insurance companies. The app or intermediary provides the technical channel, while the decision and payment are made by the insurer under the contract.

Payment timing and procedure

The application and materials reach the insurance company online. The insurer checks the Europrotocol conditions, policies, circumstances and damage, and then makes a decision. Watch for notifications and promptly provide any additional information if it is officially requested.

Do not repair or dispose of damaged parts until the necessary inspection is complete, unless the insurer has confirmed a different procedure.

Background

The original 2012 publication reported only a draft law and a proposal to introduce the European procedure. A traffic police representative, Kanat Sadvakasov, noted that simplified reporting could speed up settlement, reduce litigation and lighten the workload of the police. At that time the system was not yet in operation.

The proposal became a real digital procedure on 1 January 2024. By 1 January 2026, about 25 thousand insured events with a total value of 4.9 billion tenge had been processed through the Europrotocol, and by May 2026 the figure was 27,822 cases with payments of 5.5 billion tenge.

The old text also discussed a proposed reduction in fines for prompt payment and cited 2011 violation statistics. This information has been kept as historical context and does not describe the current procedure for paying fines.

The main rule

If all the Europrotocol conditions are clearly met, complete it online and wait for confirmation at the scene. If you have any doubt about people's health, fault or the amount of damage, call the police.

Conclusion

A road accident in Kazakhstan without calling the police can be reported through the Europrotocol if there are two cars, valid policies, no injured people and no third-party property damaged, the participants agree, and the damage is up to 100 MCI. Accurate documentation and waiting for the insurer's confirmation protect your right to payment.
