An independent appraiser determines the market or other value of property as of a set date and records the result in a report. An appraisal may be needed for a sale, pledge, inheritance, court dispute, insurance, damage assessment and corporate transactions.

Important: the old lists of independent experts given below are archival. In 2026, check the appraiser’s qualification, membership of the chamber and the absence of restrictions directly before concluding a contract.

Who may engage in appraisal activity

Appraisal activity is regulated by the Law of the Republic of Kazakhstan “On Appraisal Activity”. An appraiser must hold the established qualification and be a member of the chamber of appraisers. The chamber is a self-regulatory organization that monitors its members’ compliance with standards and professional ethics.

A legal entity may provide services through appraisers who meet the requirements of the law. When choosing, check not only the name of the company but also the specific specialist who will sign the report.

How to check an appraiser

  1. Ask for the full name and qualification. Request details of the appraiser’s certificate.
  2. Check membership of the chamber. The information must be current as of the date the report is prepared.
  3. Verify the specialization. Experience in valuing real estate does not always replace competence in vehicles, equipment or businesses.
  4. Check independence. The specialist must have no interest in overstating or understating the result.
  5. Study the contract. It sets out the object, purpose, valuation date, deadlines, price and liability.
  6. Check the registers. Take into account official information and the register of unscrupulous appraisers.

What the appraisal assignment should contain

  • an exact description of the object and its identifiers;
  • the type of value to be determined;
  • the purpose and intended use of the report;
  • the valuation date;
  • assumptions and limitations;
  • the list of documents provided;
  • the deadline for delivering the result.

The more precise the assignment, the lower the risk that the report proves unsuitable for a bank, court, insurer or transaction. Before work begins, clarify the requirements of the organization to which the document will be submitted.

What a good report looks like

A report should make it possible to understand which object was appraised, which documents were examined, which approaches and comparables were used and how the appraiser arrived at the final value. It discloses assumptions, limitations and calculations. The final figure for market or other value is usually advisory in nature, unless legislation provides otherwise.

A large table does not in itself make a report convincing. What matters is the reliability of the source data, the comparability of the analogues, the logic of the adjustments and the match with the purpose of the appraisal.

Damage assessment for an insurance payment

After an insured event, the amount of damage may be determined by the insurer, an adjuster, an appraiser or another specialist in the manner provided by law and the contract. Special rules apply to certain compulsory lines. For example, the specifics of determining damage to a vehicle are governed by the legislation on compulsory insurance of the liability of vehicle owners.

Compulsory insurance services are provided only by insurance companies that hold the relevant licence. An appraiser determines the value or the amount of damage, but does not decide whether an event is an insured event and does not replace the insurer.

What to prepare after property is damaged

  • photos and videos before repairs begin;
  • documents for the object;
  • a report from the competent authority or emergency service;
  • the policy and the insurance rules;
  • estimates, invoices and documents on the previous condition;
  • correspondence and the notice to the insurer;
  • an opportunity for inspection by all interested parties.

If the parties disagree with the appraisal

Disagreement should be set out in writing and specifically: identify the wrong characteristics of the object, unsuitable comparables, missed damage or errors in the calculations. A bare statement that “the amount is too low” is not enough for a substantive review.

The law provides for an expert review of the report by the expert council of the chamber of appraisers of which the specialist who prepared the report is a member. In a court dispute, the parties may submit evidence and opinions, and the court makes the final assessment of how persuasive they are.

How an appraiser differs from a forensic expert

An appraiser prepares a valuation report as part of appraisal activity. A forensic expert carries out an examination on questions put by a court or an investigating body and must hold the relevant expert specialization. One specialist may hold different qualifications, but the documents and procedural status are not interchangeable.

Typical mistakes by the client

  • choosing solely on the lowest price;
  • failing to check membership and qualification;
  • an incorrectly formulated purpose of the appraisal;
  • incomplete documents on the object;
  • repairing the damage before inspection;
  • using an old report for a new date;
  • trying to agree the desired amount with the appraiser in advance.

The files are preserved for history and for finding former contacts, but they do not confirm a specialist’s current status. Carry out the check using the current information of the chamber and state resources.

Summary

Independent appraisal in Kazakhstan requires not only a suitable specialist but also a correct assignment, reliable documents and a transparent methodology. Check the appraiser before concluding a contract, keep the inspection materials and, if you disagree, formulate specific comments on the report.
