What it means when an insurer ceases operations
The statuses “licence revoked”, “licence terminated”, “organization in liquidation” and “liquidated organization” are not equivalent. Termination or revocation of a licence means the company may no longer conclude new contracts in the relevant line of business. Liquidation is a separate procedure in which a liquidation commission is formed, creditors’ claims are recorded, settlements are completed and the termination of the legal entity is entered in the register.
A company can remain in liquidation for a long time. That is why the holder of an old policy needs to establish not only the fact that sales have stopped, but also the current stage of the procedure, the contacts of the liquidation commission, any transfer of the insurance portfolio and the deadline for submitting claims.
What the holder of an old insurance policy should do
- Find your documents: the policy, the rules, the application, receipts, correspondence and documents relating to the insured event.
- Verify the legal entity: full name, BIN, and the number and date of the licence.
- Check the regulator’s decision: the date the licence was suspended, terminated or revoked.
- Identify the responsible party: a temporary administration, a liquidation commission, or the insurer to which the portfolio was transferred.
- Submit your claim in writing: keep the list of enclosures, the incoming registration number or proof of electronic submission.
- Watch the deadlines: the procedure for submitting claims is determined by official notices and legislation.
If an insured event has already occurred
Record the event and collect documents as carefully as you would when applying to an active company. Termination of the licence does not mean that contractual notification deadlines and evidence requirements can be ignored. Send your application to the officially published address of the commission or successor and ask for confirmation of registration.
In the insurance sector, creditors’ claims for payments are satisfied in the order of priority established by law. The specific procedure depends on the type of liquidation, the date of the insured event and the status of the obligation. For a substantial claim, it is advisable to obtain individual legal advice.
How to avoid buying an invalid policy
- check the company in the register of valid licences before paying;
- verify the website domain, bank details and BIN;
- do not transfer the insurance premium to a personal card;
- verify an electronic policy through the official service, where one is provided;
- do not rely solely on an old logo, signboard or advertisement;
- if in doubt, confirm the status with the regulator.
Compulsory types of insurance
Compulsory insurance services are provided only by insurance companies that hold a valid licence for the relevant class. An agent, broker, bank or website may act as an intermediary, but does not become the insurer and may not issue a policy on behalf of an organization whose licence has been terminated.
Why the archive list is still useful
Historical lists help to establish a company’s former name, find information about its liquidation and match old documents. Organizations sometimes had similar names or changed their brand, so you should search by BIN and full legal name. The date in the heading of the list is crucial: it shows the state of the information only at that particular moment.
Checking the information in 2026
As of 1 June 2026, the insurance sector of Kazakhstan comprised 25 insurance organizations, including 10 life insurance organizations. This figure describes the active market on the stated date, but it does not replace checking an individual licence. The registers are updated when licences are issued, reissued, suspended or terminated.
Summary
Below, the original list of insurance companies that have ceased operations is preserved with its historical date and wording. Use it as an archive reference, and before taking any legally significant action, consult the current licence register and official liquidation notices.
